I recommend you start by drinking plenty of water daily. If you are not a water drinker, become one now!! Water gives your skin hydration which in turn will help give your skin that "sheen or dewy look" . I would recommend trying to minimize intake of soda and sugary drinks as well. Find a good cleanser and moisturizer to use daily and an exfoliator to use(i.e facial scrubs). Avoid bar soaps on your face as they tend to dry out your skin. Try to find a moisturizer with vitamins A, C, E as well as SPF to protect your skin from the sun. ( all ethnicities and men too!)
I would also advise doing some research to find out what works best for your skin type.

I can attest to the benefits of drinking plenty of water. I recently started increasing my water intake and I noticed less breakouts and my skin appears more hydrated. I also started using products from Dr. Susan Taylor's 'Rx for brown skin' line (sold at www.Sephora.com or www.rxforbrownskin.com) and I noticed a difference in my skin in a few weeks. I have sensitive skin and have been using the products for a few months now and they seem to work well for me. I use the Bright and Even collection.
i agree with the water too, i stopped drinking all those diet cokes and more water and it does make a difference! thanks for all the tips!
